Under the Biden/Harris administration:

The American Rescue Plan (ARP) cut Black child poverty by over 30% and provided emergency rental assistance, with over 40% of recipients being Black families.

 

Achieved the lowest recorded Black unemployment rate and the smallest gap between Black and White unemployment, creating 2.6 million jobs for Black workers.

 

Invested $4 billion to reconnect communities, such as neighborhoods divided by past infrastructure projects

In September 2025, the Trump administration announced the elimination of approximately  million in federal grant funding for Hispanic-Serving Institutions (HSIs) and Predominantly Black Institutions (PBIs), arguing that programs prioritizing schools based on racial or ethnic composition are unconstitutional and violate equal protection. This move impacts over 270 colleges in 20 states, affecting funding for STEM, academic support, and student services

 The Trump administration has taken a strong stance against Diversity, Equity, and Inclusion (DEI) programs, threatening to pull federal funding from institutions that maintain them, which critics argue disproportionately impacts Black students.

Elimination of DEI Programs: Executive orders have targeted diversity, equity, and inclusion (DEI) initiatives across federal agencies, contractors, and grantees. This included banning training on systemic racism and unconscious bias.

In August 2025, the Trump administration ordered colleges to submit data proving they do not consider race in admissions, following the 2023 Supreme Court ruling. This move aims to enforce a strict interpretation of the ban on affirmative action, with officials investigating if "diversity statements" are used as loopholes to favor Black and Latino students, threatening to withhold federal funding

President Biden has appointed 63 Black federal judges to lifetime positions, making his administration the record-holder for the most Black judges in U.S. history. This includes 40 Black women, surpassing the previous record of 26 set by President Obama. His appointments include the first Black woman on the Supreme Court, Ketanji Brown Jackson. 

  • Overall Diversity: Biden has appointed over 139 people of color to lifetime judgeships, representing nearly 60% of all his lifetime confirmations.

  • Overall Bench Diversity: Over half of Biden's 235 confirmed judges are women and over 60% are people of color.
