Kamala Policy Accomplishments

Back on Track

Kamala recruits civil rights activist, Lateefah Simon to create the San Francisco Reentry Division: Back on Track, which covered first-time nonviolent offenders between the ages of 18 and 30. 

Back on Track

Under the “Back on Track” initiative, participants who maintained steady employment, completed community service, got a high school diploma equivalency and passed drug tests could have cases dismissed and sentences expunged.

Over six years, over 200 people graduated from the program. The participants had a recidivism rate of less than 10%, compared to the 53% of offenders convicted of similar crimes who returned to prison within two years. 

Back on Track earned recognition from the U.S. Department of Justice as a model for reentry programs.  Adopted by the National District Attorneys Association as a model, prosecutor offices in Baltimore, Philadelphia, and Atlanta have used Back on Track as a template for their own programs.

Standing up for the people

Kamala wins a 1.1 billion dollar judgement against for profit Corinthians college for predatory and unlawful practices. 

The college intentionally targeted low-income, vulnerable Californians through deceptive and false advertisements and aggressive marketing campaigns that misrepresented job placement rates and school programs.  

“For years, Corinthian profited off the backs of poor people – now they have to pay. This judgment sends a clear message: there is a cost to this kind of predatory conduct,” said Attorney General Harris. 

Kamala creates the first environmental justice unit. The unit was was designed to address environmental crimes that typically affected the community’s poorest individuals. 

Equality 

California has passed Prop 8, a state constitutional amendment that rules same sex marriage as illegal. Kamala refuses to defend the ban on same sex marriage and files a brief with the United States Supreme Court, who rules it as unconstitutional. Kamala performs the first gay marriage ceremony in the history of the state. 

 “It is gratifying to see the highest court in the land deliver an across-the-board victory for equality and justice today.  Today’s decision is a historic step forward in the fight for civil rights for same-sex couples across this country.” said Attorney General Kamala Harris 

Progressive Reforms 

Kamala launches Open Justice, a criminal-justice open-data initiative that provides information on deaths in police custody, including those that occur during arrests, as well as arrest rates by race and ethnicity.

Kamala helps create the Racial and Identity Profiling Advisory Board  in response to a rash of shooting deaths of unarmed black men by police officers. "The board’s job is to get at the hard truth of why these shootings continue to occur." Harris said

Criminal Justice Reform

 Kamala Harris (D-Calif.) in introducing the Justice in Policing Act of 2020, the most comprehensive bill to reform law enforcement and strengthen accountability in our country’s history. The sweeping police reform legislation would hold police accountable in court for egregious misconduct, increase transparency through better data collection, and improve police practices and training. 

Bail Reform

Kamala introduces a bail reform bill to encourage states to reform their cash bail systems so that lower-income people aren't unfairly kept in jail as a result of their inability to pay steep bail costs.

“In our country, whether you stay in jail or not is wholly determined by whether you’re wealthy or not — and that’s wrong,” Harris said in a news release. “We must come together to reform a bail system that is discriminatory, wasteful and fails to keep our communities safe.”
